[edit]Selamlar Hanberke, the text You mentioned is not in the logo, but in the software, You can find it at tk:MediaWiki:Tagline, it also is translated to a standard-form at betawiki:MediaWiki:Tagline/tk (You did that there already :) ), but You can mofify it specifically for tk.wiki on tk.wiki itself (since the translations on betawiki are also used for other projects).
If the tagline does not show, You need to mofify tk:MediaWiki:Monobook.css and add the lines:
/* Display "Wikipediýa, erkin ensiklopediýa" */ #siteSub { display: inline; font-size: 95%; font-weight: normal; }
