There is no such law act. Logo wasn't enacted by the Sejmik Województwa Śląskiego. Only coat of arms and flags, are enacted by the Office. This logo is a mark of the region strategy of the (Urząd Marszałkowski) but it's not a enacted symbol of the Voivodeship. It's just copyrighted. So if you don't have any permission or a law act with logo file it's not free. You've chosen a {{Polishsymbol}}, and this license doesn't include that kind of creavity of the Office. Moreover: Umieszczanie musi być zgodnie z wzorem means that one can use it only according to the given pattern, which means that it's "ND" (no derivatives), what is not accepted on Commons. Masur (talk) 10:44, 13 January 2011 (UTC)

Yes. But what I mean is, that every image on Commons should be allowed for modification. And apparently by saying that this logo can be published only according to its official pattern, officials prohibit re-using, modifying, re-arranging and so on. This "ND" then, and "ND" is not allowed on Comons. But this is only an addition to the fact mentioned by JDavid - this logo is a promotional sign of Województwo Śląskie and it's not part of its official symbols regulated by proper law acts. In Poland not everything what is published by government (and its agencies) is automatically PD. Masur (talk) 11:42, 13 January 2011 (UTC)
