Please sign your name on Talk pages by typing ~~~~. To link to an image page without embedding the image, type: [[:File:Foo.jpg]], which produces: File:Foo.jpg. You may enable gadgets (custom features) for your account. There are several tools to upload files. Have you edited Wikipedia before? This guide might be useful. Made a mistake? Do you want to have a file renamed or moved? Use the move link and wait for an authorized user to rename it. Do you want to have your recently uploaded picture removed? You asked for undeletion of File:RAAAF_-_Bunker_599.jpg and was correctly referred to the VRT procedure. However, if the letter was sent on 2023-03-23 and the VRT backlog is 7 days, then there obviously was some kind of problem. Have you got answers from the VRT? Were there unresolved questions? Was the file linked from the correspondence?

I assume the right venue to clear these issues is Commons:Volunteer Response Team/Noticeboard. You (or at least Ronald Rietveld) should have received the ticket number, and using it you could ask what the problem is or (as they cannot disclose details) whether RR should send a new mail of some sort – perhaps an answer to their latest request.
