[edit]Когато съществува категория за определена личност, описателни категории като Category:Architects_from_Bulgaria, Category:People_of_Plovdiv и т.н. се добавят към тази категория, а към файловете свързани с въпросната личност се добавя само неговата собствена категория, например Category:Peter_Dikidjiev. Или по-общо - щом категория X е включена в категория Y - няма смисъл да се добавят и двете категории, достатъчно е да се добави само най-конкретната, т.е. Wikimedia Commons does not accept fair use content.
We do this because Commons is a shared media repository. Downstream wikis have different policies based on local laws. Uses that are acceptable under US law, for example, may not be acceptable in many other countries with more restrictive rules. In addition, fair use is not compatible with our aim as a collection of freely distributable media files. Therefore, Commons cannot legally rely on fair use provisions. Non-free content that may be used with reference to fair use may be uploaded locally if your project allows this.

Contrary to what you are stating a lot of PdF documents above are not only not your own work but are out of COM:SCOPE so "not educational" and not "providing knowledge; not instructional nor informative". I 'm thinking about the lists, attestations, meditations or membership cards. I've noticed too that you wrongly claim public domain for files which are not (File:EMMA MOSKOVA, architect.jpg among others). Please take these remarks into account, please. Long-Time uploads DELETED? WHY? Well...
[edit]Hi, 4 hours ago you marked for deletion a dozen or so images =some of which have resided in COMMONS for a long time= ALL OF WHICH ARE OF MY OWN AUTHORSHIP and for sure will not be contested for copyright. I cannot imagine why = is it something about Relevance? Then there is nothing I can do, alas.
