Please be bold and help translate this article! Gorgany Nature Reserve (Ukrainian: Ґорґани заповідник) is a strict nature reserve (a 'zapovidnyk') of Ukraine that covers a part of the Gorgany mountain range of the Outer Eastern Carpatians in southwest Ukraine. The reserve is 46% old-growth forest, one of the last and largest such stands in Europe. The reserve was originally created in 1996 to protect relic stands of Stone pine trees (Pinus cembra). The reserve is administratively in the Nadvirna District of Ivano-Frankivsk Oblast. Recent changes
- At Wikidata, an interwiki link can now point to a redirect page if certain conditions are met. This new feature is called sitelinks to redirects. It is needed when one wiki uses one page to cover multiple concepts but another wiki uses more pages to cover the same concepts. Your feedback on the talkpage of the new proposed guideline is welcome. [1]
- The www.wikinews.org, www.wikiversity.org, and www.wikivoyage.org portal pages now use an automated update system. [2]
Changes later this week
- The new version of MediaWiki will be on test wikis and MediaWiki.org from 15 November. It will be on non-Wikipedia wikis and some Wikipedias from 16 November. It will be on all wikis from 17 November (calendar).
- There will be a new link to directly "Edit template data" on Template pages. [3]
Future changes
- Wikis where mobile DiscussionTools are enabled (these ones) will soon use full CSS styling to display any templates that are placed at the top of talk pages. To adapt these “talk page boxes” for narrow mobile devices you can use media queries, such as in this example. [4]
- Starting in January 2023, Community Tech will be running the Community Wishlist Survey (CWS) every two years. This means that in 2024, there will be no new proposals or voting.

尊人府 (Tôn Nhơn Phủ)
Hello Donal Trưng, I'm planing to upload some files about 尊人府 (Tôn Nhơn Phủ/Tôn Nhân phủ), I searched and it seems that these documents are not yet on Commons and there is no relevant Category. I would like to ask you under which categories should this classification (tentatively named Tôn Nhơn Phủ because that is how it is spelled in the article LE TON-NHON-PHU in the Bulletin des Amis du Vieux Hué) be placed? In addition, as far as I know, it should be possible to add to Template:Government of the Nguyễn dynasty, and since you are the creator and of this template, I would like to ask your opinion about it. After 1897, Tôn Nhơn Phủ was no longer administered by the Nguyen dynasty, but by Résident supérieur de l'Annam (Khâm sứ Trung Kỳ / 欽使中圻), this should also be embodied in the template.. 源義信 (talk) 17:11, 15 November 2022 (UTC)
- @源義信: , There is a category; it uses the English-language name. As for the Vietnamese name, that's a bit tricky. I think that during the Nguyễn Dynasty period local dialects were often used in official documents which is why you get birth certificates to be called "Khai sinh" in Tonkin and "Khai sanh" in Annam, likewise we see "Chánh-phủ" Vs. "Chính-phủ" and other dialectal differences between Hanoi and Huế and the provinces.
- As for the Court of the Imperial Clan, I used "Tông Nhân phủ (宗人府)" because that is what the Vietnamese-language Wikipedia uses, but I've seen the National Archives use "Tôn Nhân phủ (宗人府)" and I've also seen several sources use "Tông Nhơn phủ (宗人府)". I will get back to you about the government and its organisation. --Donald Trung 『徵國單』 (No Fake News 💬) (WikiProject Numismatics 💴) (Articles 📚) 17:53, 15 November 2022 (UTC)
- @Donald Trung, thank you for your reply. According to my understanding, both Nhân and Nhơn are pronunciations of '人', the phonetic differences are caused by dialectal differences. But '宗' is pronounced Tông, while '尊' is pronounced Tôn, it was renamed because of naming taboo (the name of Emperor Thiệu Trị was Nguyễn Phúc Miên Tông / 阮福綿宗). Are those sources you have seen written out in Chinese characters as '宗' with Chữ Quốc ngữ 'Tôn'? 源義信 (talk) 18:02, 15 November 2022 (UTC)
- @源義信: , Regarding the name of the Court of the Imperial Clan, I've used the names from the Vietnamese-language Wikipedia. The Vietnamese-language Wikipedia often seems to use sources for translating Imperial Chinese institutions into English and they tend to place English translations next to names. To quote "Tông Nhân phủ chuyên trách các công việc của hoàng tộc, từ việc chọn người kế vị đến việc cắt cử người hầu, do Hoàng đế trực tiếp điều hành. Khi Thiệu Trị Đế lên ngôi, vì tránh húy [Miên Tông; 綿宗], Tông Nhân phủ phải cải thành [Tôn Nhân phủ; 尊人府]. Thời Pháp thuộc, từ năm 1897, Hội đồng Tôn Nhân phủ chịu sự kiểm soát trực tiếp của Toà Khâm sứ Trung Kỳ."
- The National Archives Centre #1 (number one) uses "phủ Tông nhân" (Vietnamese grammar), but even when using Chinese grammar they write "Tôn nhân phủ" (宗人府) for the Great Seal, though I assume that this is a mistake as they did correctly identify the "Tôn Nhân" (尊人) inscription of the small seal; something which I didn't. Apparently by the Bảo Đại period the Great Seal was changed to reflect this naming taboo but during the Duy Tân period you can still see examples of the old name being used On the Great Seal.
- Regarding the change from the administration going from the government of the Southern Dynasty to the Resident-Superior of Annam, well, this is a bit complicated as the lines between the Southern Court and the French was kind of blurry during the French domination period.
- From 1 January 1898, the French directly took over the right to collect all taxes in the French protectorate of Annam and to allocate salaries to the Emperor of the Nguyễn dynasty and its mandarins. In a notice dated 24 August 1898, the Resident-Superior of Annam wrote: "From now on, in the Kingdom of Annam there are no longer two governments, but only one" (meaning that the French government completely took over the administration). A good example of how blurry the lines can be is the military of the Nguyễn Dynasty, now for all intents and purposes the military was under direct French control outside of the city of Huế itself.
- While organising documents of the Nguyễn Dynasty at the Wikimedia Commons I saw that you uploaded a couple of Thành Thái period documents from Meta's Facebook, curious to see if the person where you got those images from might have more images I clicked on their Facebook profile, apparently, they linked and "shared" posts from other users who were also interested in these topics. Then I found a Facebook user who shared scans of Tự Đức period documents about the Navy of the Nguyễn Dynasty, they also shared articles from French bulletins and old postcards.
- A few days later I got curious again and scrolled through their entire Facebook feed, in one post they shared a number of certificates issued to various French Indo-Chinese people. Among these certificates was this:
(21 July 1940 - Bảo Đại 15-06-17).
- Now, I don't really know that much about the Garde indigène de l'Annam other than that it (on paper) was the military of the Nguyễn Dynasty continued, but that also half of its staff consisted of White men despite being called the "Indigenous" Guard (which is why I sometimes mockingly call it the Garde Blanc de l'Annam). All reports on individual members that I've ever read were either by or about the White members of it. From what I've read the organisation and co-ordination were completely the responsibility of the French, but they kept a façade of "indigenous rule" in the supposed "indigenous" guard.
- I mostly started researching military topics during the French protectorate period over an argument with a POV-pushing user at the English-language Wikipedia, this user consistently claimed falsehoods after claiming that the Nguyễn Dynasty was abolished in 1885, as was its government, the Six Ministries, and the Nội các (despite existing until 1934). While all of these claims were extremely easy to debunk their claim about the Nguyễn Dynasty's military wasn't. This is despite them using literal photographs from 1919 in their version of the article, but (online) documentary evidence was scarce.
- The "Trung Kỳ Phan Thiết Chính Công sứ quan" (中圻潘切正公使官) that this document talks about is the Resident de France of the Bình Thuận Province. The Great Seal which reads Bình Thuận Công sứ Quan phòng (平順公使關防) and the accompanying Kiềm ấn which reads Bình Thuận Công sứ (平順公使) are also of this French Resident, the actual head of the Nguyễn Dynasty mandarin in this province likely would have had a seal that reads Bình Thuận Tuần phủ Quan phòng (平順巡撫關防) or Bình Thuận Khánh Hòa Tổng đốc quan phòng (平順慶和總督關防). Now, what's also interesting is that the French also wrote Classical Chinese documents as the French government, because neither the lunar calendar nor Vietnamese reign era exist in France the French documents written in Classical Chinese used the dates of the Gregorian calendar, for example the date "Giáng sinh - Nhất thiên cửu bách lúc niên ngũ nguyệt sơ bát nhật" (降生 - 一千九百六年五月初八日) as seen here:
(Also from the same post at the Meta's Facebook, the uploader mistakenly thought that because the document was in Classical Chinese that it was a Nguyễn Dynasty document.)
- Note that here they use the term "Giáng sinh" (降生, "Birth (of Jesus Christ)"), but in a later document I've seen the French use the term "Tây lịch" (西曆, "Western calendar").
- Meanwhile, the document from the Garde indigène de l'Annam uses the Nguyễn Dynasty's reign era of Bảo Đại 15 (1940), this is a clear indication that the authority of the French Resident in this context was nominally derived from the Nguyễn and not just from the French administration.
- The weird part is, the only other document I can find about the Garde indigène de l'Annam was a personal congratulation of merit to a French member who built fortifications on the Hoàng Sa archipelago, which was completely written in French. So, during the Bảo Đại teens (the years Bảo Đại 10 to Bảo Đại 19) we have the Emperor of the Nguyễn Dynasty writing to "his soldiers" in French and the French writing to "their military" in Classical Chinese. When I ask the question "Was the Garde indigène de l'Annam a part of the Nguyễn Dynasty or the French command structure?" The only answer I have is "Yes".
- This also applies to the Court of the Imperial Clan, while the Resident-Superior of Annam took charge of the organisation, he was also made in charge and presided over meetings of the Privy Council. Even better examples would be the Ministry of Education (Học Bộ - 學部) which while nominally being a part of the Southern Court was directly controlled by the French Director of Education of Annam (監督學政中圻, Giám đốc Học chính Trung Kỳ); or the House of People's Representatives of Annam and the House of People's Representatives of Tonkin, both of which were established by decree by the Governor-General of French Indo-China, but the Bảo Đại Emperor decreed that the HPR (House of People's Representatives) of Tonkin was "his representative" in Tonkin. The French consistently inserted themselves into the Nguyễn Dynasty government while at the same time making the Nguyễn Dynasty government integrated into the federal Government-General of French Indo-China.
- Contemporary documents themselves speak of a "Government of the Southern Dynasty" (政府南朝, Chánh-phủ Nam-Triều) and a "Government of the Protectorate" (政府保護, Chánh-phủ Bảo-hộ), but the levels of integration between them varied greatly. In Tonkin the Resident-Superior of Tonkin (Thống sứ Bắc Kỳ; Hán tự: 統使北圻) took over the legislative powers of the Office of the Viceroy (經略衙, Kinh lược nha), this essentially made him a Khâm sai đại thần (欽差大臣) which was a position only below that of the Emperor. Interestingly enough, within the Nguyễn Dynasty administration the Resident-Superior of Annam outranked the Resident-Superior of Tonkin as a Khâm sứ (欽使) outranks a Thống sứ (統使), but within the French administration both were considered to be equal as both had the title of Résident supérieur, while in reality the Resident-Superior of Tonkin outranked the Resident-Superior of Annam because he ruled over the richest region and from the federal capital city of Hanoi, reporting directly to the Governor-General. Despite this, any legal changes made either in Annam or Tonkin had to be decreed by the Emperor, for example the 1942 changes in the administrative boundaries of the Hà Đông Province ceding land to Hanoi was signed by an imperial ordinance. This is why you can't really easily separate the Nguyễn Dynasty from the French government because for most of the protectorate period the Southern Court was mostly a rubber stamp office with limited autonomy.
- Regarding the navigational template, I mostly limited it to the ministries and a few other government organisations and created a separate navigational template for the Lục tự (六寺, "Six Courts"). Feel free to update the Nguyễn Dynasty government template as you like, I mostly made it to try and map out the evolution of the Southern Court as I've never seen an English-language source do that. --Donald Trung 『徵國單』 (No Fake News 💬) (WikiProject Numismatics 💴) (Articles 📚) 20:43, 15 November 2022 (UTC)
- Additionally, the government of the Socialist Republic of Việt Nam maintains that the Hanoi dialect is the "national standard", while it's still common to see local institutions in Huế use the Huế dialect in their publications, most publications by the national government tend to use the Hanoi dialect. --Donald Trung 『徵國單』 (No Fake News 💬) (WikiProject Numismatics 💴) (Articles 📚) 20:45, 15 November 2022 (UTC)

- 源義信, This
iswas done by our infamous friend "Betabum" (A.K.A. "Musée Annam"), initially I thought you were him until I noticed how competent you are, this type of incompetent categorisation is his signature style. While he does a lot of good edits I'd advise you to closely watch his edits as he randomly categorises things in ways that don't make sense, he doesn't know how to properly upload files (either license or the fact that you can't overwrite a file with a completely different image). -- — Donald Trung 『徵國單』 (No Fake News 💬) (WikiProject Numismatics 💴) (Articles 📚) 10:57, 17 November 2022 (UTC)
- 源義信, some more comments on our dear friend known as the "Musée Annam" sock family, while he often tells me to go kill myself or fuck my mother and the fact that he continuously sexually harassed user "Le Xuan" (don't have a Vietnamese keyboard on right now), I don't mind those trolling behaviours as much as the fact that after over a decade of contributing to Wikimedia websites he still lacks knowledge of the most absolute basic policies and guidelines. For example he overwrote a file with a completely different file today. I honestly don't mind seeing him contribute here (even though I was the one who kept pushing another user to start a Global Ban request for him that ended successfully), I simply hate the fact that he continuously makes a mess of the categorisation system with complete random names, for example adding "Documents" to "Culture". --Donald Trung 『徵國單』 (No Fake News 💬) (WikiProject Numismatics 💴) (Articles 📚) 12:14, 17 November 2022 (UTC)

Commons:Copyright rules by territory/Vietnam requires updating
Hi Donald Trung,
Thank you for your contributions to Commons. I noticed Commons:Copyright rules by territory/Vietnam is out of date. New Vietnamese copyright law passed in June 2022, to be effective on January 1, 2023. Possible "death" of Vietnamese freedom of panorama legal right starting that date too as the amendment added non-commercial condition that is not suitable for free culture licensing that is only permitted by Wikimedia Commons. Refer to: "ASEAN briefing article, the law in Vietnamese text, and Commons:Village pump/Archive/2022/10#Updated copyright law of Vietnam and no more FOP? Could you update it? Thanks again. - Wikigrants and news archive access
- December 1st is the deadline to apply for wikigrants from Wikimedia Norge. If you have an idea for a wiki-related project you'd like to do, but need some extra money to do it, you should apply! Anything goes as long as the end result benefits the Wikimedia projects.
- On the same date we will be dispersing access to the news archive Retriever for the period until May 20th, 2023. In Retriever, you can search the archives of 2,916 Norwegian news sources. Sign up on the list on Wikipedia if you're interested.
- Committee being put together
- How should we increase the number of members of Wikimedia Norge? We hope you would like to give us some input.
- The 2022 general assembly decided that a committee should be put together to find out how to incentivize members to join. The board of Wikimedia Norge has written a mandate to give the committee a good frame of reference. The committee will consist of members and other Wikimedians, as well as a representative from the administration, and will deliver a report to the board on January 15th, 2023.
- We encourage anyone who wants more info or wants to join the committee to get in touch with board chair Marie Nicolaisen by November 27th on marie@wikimedia.no.

Thank you
- Thanks very very very much for your kindness coming from your deep mystical wisdom reading your user pages; I am just a co-photographer but the sole editor and uploader of these pictures; WE are crossing the Gov. Pascual Road, when the 25 years spouses-caretaker recognized my companion since 1999 and politely obliged us to come in; thus, they asked us to take as many photos of this temple;
- I have lots of joss paper furnaces, and PRICELESS ones, though not so beautiful as this; when WE visited the Chinese General Hospital, we looked down and proceeded to the Administraror's building to inquire about just landmarks of the 50 hectare Manila Chinese Cemetery; by serendipity the Administrator (Mr. Henry B. Chang married to the Title Administrator Holder; since his father Jose Tiu married to Pangasinense Beguas was the long time Administrator) recognized my co-photographer through Mr. Chang's children days Prosecutor General before and Makati City Fiscal George Catalan and he helped us to tour the nearby landmarks for photos; there are more than 200 joss paper furnaces that I took picture of, but I still have to select not the most beautiful but the Priceless ones of the Taipan's Mausoleums; 1 to 21;
- As important and goes side by side with joss paper furnaces are tons or hundreds of Tudigong To Ti Kong in Temples and Cemeteries;

As most of you are aware, the Movement Charter Drafting Committee (MCDC) is currently collecting community feedback about three draft sections of the Movement Charter: Preamble, Values & Principles, and Roles & Responsibilities (intentions statement).
How can you participate and share your feedback?
The MCDC is looking forward to receiving all types of feedback in different languages from the community members across the Movement and Affiliates. You can participate in the following ways:
- Attend the community conversation hours with MCDC members. Details about the regional community conversation hours are published here
- Fill out a survey (optional and anonymous)
- Share your thoughts and feedback on the Meta talk page
- Share your thoughts and feedback on the MS Forum:
- Preamble
- Values & Principles
- Roles & Responsibilities (statement of intent)
- Send an email to: movementcharterwikimediaorg if you have other feedback to the MCDC.
Community consultation hour for the Sub-Saharan Africa region will take place this Friday, November 25, on Zoom. It will be translated into French language. The conversations will not be recorded, except for the section where participants are invited to share what they discussed in the breakout rooms. We will take notes and produce a summary report afterwards.
If you want to learn more about the Movement Charter, its goals, why it matters and how it impacts your community, please watch the recording of the “Ask Me Anything about Movement Charter” sessions which took place earlier in November 2022.
Thank you for your participation.
On behalf of the Movement Charter Drafting Committee,
Zuz (WMF) (talk) 11:53, 22 November 2022 (UTC)
