The problem is not with you at all, but rather with the image: It was previously published.[1] Wikimedia Commons can ONLY accept items that have been placed in the public domain or which have been published under a Commons-compatible license. Previously-published photos, photos that look "professional," or photos that look like they were taken in a setting where photographs would be likely to be "professional" or "work for hire" photographs require confirmation that the Wikimedia Commons can legally host them. This is to protect the Commons, the copyright holder, and anyone who might see the image on the Commons and re-use it later.
The best thing to do is to take a photo of this person yourself OR have the copyright owner release the image you just uploaded under a Commons-compatible license. If you DID take this photo yourself and you have not assigned the copyright to anyone else, then all you have to do is follow the steps outlined above.

Oh that makes it easy, just change the licensing of the image on the Wikimedia Commons to match that license and link to the web site that shows that the image was published under that license. Make sure the license is or is compatible with one of the free licenses listed at Commons:Licensing. Once you do this, let me know and I will remove the "missing permissions" template. Almost done. The Commons still needs proof that the image was published under a free license. Please put a link to the part of the web site that says what license the photo is published under. Also, I'm sorry I got off on the wrong foot with you. I should have been much more welcoming in my tone. I do stand by the actual SPI (which returned inconclusive) and the actual notices about Wikipedia and Wikimedia content rules, but my tone should have been more welcoming. I don't read the language. Is there anything in there about the copyright status of photos that appear on the web site? If so, please provide the original and translation of that part in your reply. What you are looking for is something that says that the images on [the web site] are published under one of the 4 preferred licenses listed at Commons:Licensing#Well-known_licenses, published under one of the licenses in the table that says "OK", or that the images are in the "public domain" (meaning there is no copyright at all - "public domain" status is very unlikely in this case). Not without violating Wikimedia Commons policy and United States copyright law, no. But if YOU could take photos of these individuals, you can release them. Be careful though, some countries have copyright rules that govern photographs of public art, of structures/buildings, and the like so be careful about any background or scenery (see Commons:Freedom of panorama). Also, some countries allow sports stadiums to prohibit "non-personal" photography and uploading a photo to the Commons would violate such a prohibition. Some countries may have "personality rights" and the like that may limit your ability to upload photos of others. Check with the laws of the country in which you will be photographing before uploading them to the Commons. Wikipedia policy generally allows an upload if doing so complies with the laws in the country where the photo was taken at the time it was taken and the laws of the United States at the time of the upload.
You could also write to the club or to the player and ask them to release a photo of themselves under a Wikimedia-Commons-compatible license. Davidwr (talk) 19:09, 22 January 2021 (UTC)[reply]

Commons:Copyright rules by territory/Iran would seem to be the rule that the Wikimedia Commons uses. Images published on a web site that is accessible outside of Iran, or images published by someone with "permanent residency" or citizenship outside of Iran are probably covered by a US-acknowledged copyright. The "30-day rule" would also seem to cover web sites that are not based in Iran. In any case, it's safest just to assume any photograph taken in Iran that is under a locally-valid copyright in Iran should not be used on the Commons unless it is licensed under a Commons-compatible license.
