- copyrighted media created by people who do not explicitly allow unrestricted commercial use
- personal photos for sharing with friends, engaging in exhibitionism, or other non-educational purposes
- contributors who want to be able to revoke permissions for contributions that they make
- media with permissions limited to Wikimedia projects or non-commercial projects
