There are templates for this that you put at the top of the category. The main one is {{Speedydelete}}. The syntax and options for that are documented at Commons:Criteria for speedy deletion. There are also some other templates that can be used for specific reasons. The ones I find most useful are:
- {{Bad name}} -- takes a parameter giving the existing page with the correct name
- {{Category renamed}} -- takes a parameter giving the existing cat with the new name
- {{Empty page}}
- Some of those are not just for categories, and one is a redirect.

Commons:Rename a category
Trivial fixes: fixing spelling, capitalisation or number (most common nouns should be plural, i.e. Category:Things not Category:Thing). These can be done by bots without community input. Recall that both UK and US spelling are acceptable.
