I am a volunteer on the Wikimedia Commons project, which makes 20 million images freely available for the public benefit and currently hosts around 2,000,000 photographs from archives and agents of the government on a public domain license.
It would be of great help for our volunteers if you could confirm that when the North Carolina General Statutes § 132‑1(b) states that "The public records and public information compiled by the agencies of North Carolina government or its subdivisions are the property of the people." this can and should be read as meaning that, unless otherwise specified, creative works published by NC government can be validly reused as public domain media. For example, this would include the neat downtown map published on your website at <http://www.ncgov.com/contacts/index.aspx>.
