This is a photo taken by a staff photographer of the Hungarian Government (Kormányzati Kommunikációért Felelős Államtitkárság), and is part of the Ajka red sludge accident photo series (offered to the press to release the pressure on the local people involved in the accident). Their Official Site acknowledged that and contains the following text: "These photos are freely usable for anyone." ("A fotók mindenki számára szabadon felhasználhatók.") Protographs should be attributed to Kormányzati Kommunikációért Felelős Államtitkárság.
