The 1985 film Pulgasari directed by Shin Sang-ok was first published in North Korea and is now in the public domain because its copyright protection has expired by virtue of the 2001 Copyright Law of the Democratic People's Republic of Korea, enacted 2001 (details). The series meets the following criteria: It is a "work whose publication, issuance, performance, broadcasting, show and exhibition is prohibited" in the Democratic People's Republic of Korea Paul Fischer stated that the film was released in North Korea a few weeks after Shin and Choi Eun-hee's escape from North Korea on 12 March 1986. One North Korean defector interviewed by Johannes Schönherr attested that the film was played in theatres. Fischer further stated that some time after Shin and Choi's escape, all films directed by Shin were removed from circulation. Shin himself stated that Pulgasari was banned after his escape. Contrary to Fischer, another explanation is that the film was released in 1985 and then banned after Shin and Choi's escape in 1986. The official website of the North Korean company Korea Film Export & Import Corporation does not feature any films directed by Shin, including Pulgasari, in its list of films. Thus, the film was in the public domain on the URAA date of 28 April 2003. Note that North Korea had no copyright relations with the US before the URAA date of 28 April 2003 (details), so a North Korean work only needs to satisfy conditions 1 and 3 in the template below for that work to be in the public domain in the United States (e.g. a North Korean film published in 1990 and then prohibited in 1997 would be in the public domain in the United States).

This work is in the public domain in the United States because it meets three requirements: it was first published outside the United States (and not published in the U.S. within 30 days), it was first published before 1 March 1989 without copyright notice or before 1964 without copyright renewal or before the source country established copyright relations with the United States, it was in the public domain in its home country (North Korea) on the URAA date (28 April 2003).
