This work is in the public domain because it is a work published by the Government of the Republic through the gob.mx portal under the terms of use and conditions of gob.mx in the chapter “Intellectual property” in force since 2013 through March 16, 2022: “The information on the portal is public unless otherwise indicated, in which case before reproducing it, you must observe if it has reserved rights and respect them in terms of the rules relating to copyright and industrial property. El Usuario no deberá modificar, reproducir o mostrar pública o comercialmente los materiales, ni podrá distribuir o utilizarlos con algún propósito público o comercial;" (Machine translation) "The User is authorized to view and download the materials contained in the site only for their personal use and not for commercial use... The User shall not modify, reproduce or publicly or commercially display the materials, nor may he distribute or use them for any public or commercial purpose" which is not a license we can accept on Wikimedia Commons, so files published after that March 16, 2022 date will not be acceptable.
