Special cases

QID exists, language has a description, but no page linked to it, and no label for the QID (not even in English, to which it defaults)

fr and pl have been set up in CityLocative/fr and CityLocative/pl, so they display the correct QID, and it is clickable thanks to one of the modules.

In this case, (Category:People born in Hagåtña (Q32154055) has pl+pt and en label; Q32421041 has ru and only ru label). Will merge after testing.

...after adding a fr label to the Russian-only Q item, CityLocative displayed immediately the extracted locative for Hagåtña in French, so the series of calls work as expected.
