You may add the optional parameter |all=1 in the parent category listing all cities, to help maintaining the list (missing categories for specific cities will be shown as red links); note however that in that case the city names are not translated. Once the categories are complete, remove that parameter or just leave it empty. Don't use it on categories for specific cities.
