This photo isn't Petropavlovsk, but her sistership Poltava. Main difference between the ships is height of mast between chimneys: on Poltava it equal to height of chimneys (as this photo) and on Petropavlovsk height of mast lower than height of chimneys. In monography "Эскадренные броненосцы типа "Полтава"" (author С.В. Сулига, Moscow, 2005 year) this photo also subscribe as "Poltava in Kronshtadt, autumn 1898".

Please, read the source, "Эскадренные броненосцы типа "Полтава"" (author С.В. Сулига, Moscow, 2005 year). This source is more faithful than en:wikipedia. There are wrote on the page 10; «Полтава» во время испытаний в Кронштадте, осень 1898 г. На снимке хорошо видна первоначальная форма навесного мостика с двумя парами крыльев. And there are comparable images with three ships on the page 29, so, even if you don't know Russian, you can understand defference of the ships. I am sure that User:AlexanderSavvateev is trou and the ship is Poltava.
