Santa Fe constituyó un desafío en el ejercicio del gobierno; en la reforma de la legislación urbana; en la concertación y los acuerdos con la sociedad y en la toma de decisiones. El éxito en la instrumentación del Plan General de Desarrollo Urbano Santa Fe fue el resultado de estrategías puntuales. • La voluntad política del Jefe del Departamento del Distrito Federal para dar respuesta oportuna y eficaz a los problemas de la zona metropolitana con una visión metropolitana. • El respaldo permanente de las Delegaciones Álvaro Obregón y Cuajimalpa durante todo el prceso de instrumentación del Plan. • Santa Fe se enriqueció con la opinión de la sociedad civil y de manera destacada con la participación de los propietarios de la tierra.
