For Wikipe-tan's section, I preserved the existing header structure for now; but we might look at the most filled-out pages of the various Wikipedia language versions that have a project page (jawiki, zhwiki, idwiki and enwiki seem to have the most advanced but I've not browsed many others yet) to gain ideas as to organisation. In particular, artist/editor aside there seem to be some common 'genres' of use: WP-tan as placeholder for other character or character archetype where another suitable libre image doesn't exist; WP-tan modelling a particular costume, in particular traditional folk costumes; and WP-tan being used to convey an unrelated message (notably the sign-holding pics are used for this).
