Describe user rights?
[edit]Is there a reason why this project page lacks an explanation of the ramifications of privileges associated with autoconfirmed status? For example:
- People need to wait four days before they can improve {{NoCoins}} images because new users don't have reupload.
- People who use a screen reader and who have requested an account on Commons:Help desk (as described at Special:Captcha) need to wait four days before uploading audio files whose copyright license requires an external link for attribution because new users don't have skipcaptcha.

- On Wikimedia Commons, autoconfirmed users can replace a file uploaded by another user with an improved version. They can also use a screen reader to add external links to pages, such as attribution links on file description pages.

{{editprotected}} By saying "autoconfirmed users can... upload a file" the page strongly implies the converse, i.e., that users who are not yet autoconfirmed, cannot upload a file, which is not the case. This came up at the Wikipedia help desk, where we are often advising users to upload their free media here and not on Wikipedia. There is also some confusion at COM:HD for the same reason. This page should not redundantly informing us of abilities autoconfirmed users have that not-yet-autoconfirmed users already have, i.e., the ability to upload files. I suggest that the language be changed to list what privileges autoconfirmation grants over and above what brand new accounts can do. The following proposed language is taken in part from the autoconfirmed description over at Wikipedia:
A number of actions on the Wikimedia Commons are restricted to contributors who are logged in to an account created more than four days previously. Users who meet the four day threshold are considered part of the pseudo-group, autoconfirmed. Autoconfirmed status is required to:
- Edit semi-protected pages
- Overwrite an existing file (reupload)
- Perform captcha triggering actions without having to go through the captcha (skipcaptcha)
- Move non-media file pages
Note the clarification for moving pages—per Commons:FAQ#How can I rename/move an image or other media file?, as of this month, only admins can move media files. --Fuhghettaboutit (talk) 22:52, 25 March 2009 (UTC)
