Commons:White House photostream
Photos from the White House's Flickr photostream are public domain because they are U.S. government works. See Commons:Licensing#Works by the US Government. The White House includes the following text with each photograph:
This official White House photograph is being made available only for publication by news organizations and/or for personal use printing by the subject(s) of the photograph. The photograph may not be manipulated in any way and may not be used in commercial or political materials, advertisements, emails, products, or promotions that in any way suggests approval or endorsement of the President, the First Family, or the White House.
The consensus in numerous deletion requests has been that this language is directed at Commons:Non-copyright restrictions and has no effect on the copyright status of these images. The images are PD by operation of law if they were created by a federal employee in the course of official duties.
