Fair use license on Upload wizard on KN Wiki

I don't find a fair use license and the file upload has been replaced with the Upload wizard. This is troubling me in creating some of the new articles which will have movie posters, book cover pages etc. Please help where should I report this issue. Fair use is not a license, but a limitation to copyright protection in some jurisdictions under certain circumstances. Because Wikimedia Commons (this site) is a general media repository, those circumstances don't apply here, and therefore, fair use content is not permitted on Commons. Files with the same name but different extensions

It doesn't appear to be possible to upload files with the same name but different file extensions. I often upload large PNGs, and I accompany them with JPGs.

The Upload Wizard (the default interface for uploading files to Commons) is pretty much in a perpetual state of brokenness. It isn't broken for everyone all the time, but I don't recall a time since it was introduced that we went more than a few days without people reporting enigmatic problems with indefinitely spinning wheels, unhelpful error messages, or simply no way to move forward. Have you tried Commons:Upload? It tends to be much more reliable. —LX (talk, contribs) 20:25, 13 March 2015 (UTC)

Bonjour Pourquoi cette image est-elle refusée, alors que je souhaite la partager avec les droits correspondants. Je l'avais retiré d'un article, car elle n'avait alors pas de licence. Comment la réinstaller ?

That is the only option, retry, fail, retry fail. No way to leave, no way to actually see what's the problem.
