Rationale, discussion and results

Reason: Coming from Commons:Administrators' noticeboard/User problems#User:Wildhorse3, extensive copyvio by sockpuppeteer, as guided by User:Yann. The account here is a already a confirmed sockpuppeteer blocked on enwiki (see en:Wikipedia:Sockpuppet investigations/Wildhorse3/Archive). This sockpuppeteer is a chronic impersonator and violator of copyrights, his utter disregard for the project is also shown by the removal of [Talk] notices/warnings ([1], [2]) and continuance of the highly disruptive behavior.
