Rationale, discussion and results

Reason: Victoire Perdican uploaded similar files than Victoire2439, who's blocked for 3 months for insulting an admin (and uploading copyvios). We're suspecting here a new sockpuppet Ruthven (msg) 13:04, 2 June 2020 (UTC)

Hi everyone. Just for info :

• I asked El Kharisma Kasilembo on French WP if he was behind Victoire Perdican a few days ago, since I noticed he was using the same copyvio images there. He answered me by listing additional accounts (Victoire2439, Victoire3924 and JL KAS.), and said they belonged to his "3 brothers and 1 friend" who apparently all lived in the same house as him.
• I personally have a hard time believing that, considering those accounts often upload the same copyvio images, their meagre contributions on French WP are almost all done on the same articles he intervened. As well as other weird things: his Commons user page being created by Victoire2439 who wrote "my name is El Kharisma Kasilembo" (in French), and him mentioning a Facebook account on his French user page leading to an account named Victoire Perdican Kasilembo, which "mysteriously" got renamed overnight after I mentioned it to him.

You might wanna check/block another old account (2018) I found here on Commons, JL_KAS._KASILEMBO (talk · contribs), which may one day be used again. I'll try to keep an eye on him on French WP to see if he adds any copyvio image uploaded by yet another account here on Commons. --Titlutin (talk) 02:24, 4 June 2020 (UTC)
