Rationale, discussion and results

Reason: The sockmaster was repeatedly removing deletion tags and a COM:AN/B report. Once the file was deleted, they proceeded to upload the same image as Ariells2 and Korrelln. Túrelio blocked these two socks, and then the third sock was created and removed the AN/B report again. Requesting that a checkuser look at the underlying IPs and apply a rangeblock if possible.
