Rationale, discussion and results

Reason: Both of these appear to be burner accounts that have the goal of the same image, which has been repeatedly deleted as a copyright violation. The first made its Commons account on 5 April, uploaded File:BobNouri.jpg, and seems to only have made contributions on Commons and elsewhere related to that image. The second account re-uploaded the same image at File:Bob Nouri.jpg, and also has made contributions on EnWiki related to a semi-promotional draft of Mr. Nouri (w:en:Draft:Bob Nouri).

The use of multiple accounts to re-upload the same image amounts to evasion of scrutiny because the image was deleted for copyright-related reasons and the master account was given a notice on their talk page asking them to not upload copyright violations.
