Rationale, discussion and results

Reason: Soheilst has been creating articles about musician Hamidreza Ghorbani in several Wikipedias. Here on Commons has uploaded a photo that was previuosly uploaded by Shervinvi and Jamesjjus (and then deleted), so I suspect he is a sockpuppet. Both of these accounts are globally locked for LTA.
