Rationale, discussion and results

Reason: These users all upload promotional images to Commons, often to use in promotional items at wikidata. Remarkably the descriptions often mention "wikidata" and not much more. Also remarkable is the addition of structured data P180:Q2013.   •  Half done - Kennytech123, Kennytech01, Kennytech155, Hasabygold, Youdesk, Pakpro123, and Oriyomi0990 are Likely/ Confirmed, but I'm going to stop there. These socks are on many different ranges and in narrower bands (e.g., /24) with many unrelated users. The CU data are thus of somewhat limited use as differentiation relies heavily on behaviour. Accordingly, and given that COM:RFCU is "a last resort for difficult cases" (note, for example, that {{Duck}} is under the "request declined" indicator header), going forward please simply report obvious socks at COM:ANB.
