Rationale

• These two users have a few files in common (including several deleted files), a file (deleted as copyvio) was uploaded by one account and edited by the other. Marcetw has been blocked several times for copyvio (currently under a one-month block), and the Marcelus account has been used first during Marcetw's second block. I think Marcetw is on the verge of being banned for copyvio. If it appears that sockpuppetry and block evasion should be added to his case, I'd be tempted to request a ban for all related accounts.
