Rationale, discussion and results

Reason: Dr. Gorbachov was blocked at August 1 for one year because consistent uploading of dubious photos of Colombian politicians, but few days after appeared the suspected user, with the same goal as Dr. Gorbachov. The situation is quite suspicious because the photos uploaded by the suspicious user are used by Dr. Gorbachov on the Spanish Wikipedia, so there is apparent coordination (or sockpuppeting).
