Rationale

• Reason: see current thread at Commons:Administrators' noticeboard/User problems#Wikinger socking again and Commons:Administrators' noticeboard/User problems/Archive 22#User:Constantinople. While the identity of User:Constantinople with the puppetmaster User:Wikinger and the recent throwaway accounts and IPs is quite obvious to anybody familiar with en:Wikipedia:Long-term abuse/Wikinger, it was requested by an administrator at the noticeboard to have the identity confirmed through CU. Note that the 83.* and 79.* IP ranges above are very well known as Wikinger's home ISP ("Neostrada-ADSL", Poland); any IP he's found on that is not from this ISP is an open proxy.
