Rationale

 Question From all evidences it looks like a school/college/university project. All accounts related to Catalan and Spanish Wikipedia, I strongly suspect a group of editors because of time overlapping, see some contributions BQmUB2009020 (ca), BQmUB2009019 (es), BQmUB20090213(es), BQmUB2009020 (es). On the other hand the group might be a smaller than the number of accounts, the accounts are created not on one day but over >2 months on various projects (es, ca, en, commons). Using the prefix searches es:Special:PrefixIndex, ca:Special:PrefixIndex and Special:PrefixIndex I tried to find some information on Userpages or evidence from User talks - Nothing, no link to or from a project, no one with relation to a project is instructing them on their talk pages, so I can’t find a teacher or project coordinator I can ask to instruct the users about copyrights :( On ca.wp I found fair use images and ca:Usuari:Lohen11/Control BQmUB2009 for quality control - maybe (Lohen11 knows more). See my first result below, cant we solve this without blocking? Announce to the es./ca.wp-admins?
I don't know what's the best way to proceed. All I can say is that I've yet to see one of these accounts contributing a single image that is not a blatant copyright violation. –Tryphon 18:39, 15 December 2009 (UTC)[reply]
Ah, found ca:User:Jordicollcosta, Secretary of Wikimedia Catala per m:Wikimedia in Catalan. He edits some of the userpages, he maybe knows more about the project and how to prevent the participants from uploading copyright disruption on Commons and to tell the participants that an image need to be free and that it needs exact description, source and author references the same way as required in any other educational or scientific work. --Martin H.   •  It looks like a duck to me that they are all from the same university and that the project is coordinated by the university (user name). Confirmed (one random account checked) that the IP is from an University. From privacy policy I better not name the University name but if you look at all evidences the university name is obvious and fits my finding. --Martin H. (talk) 18:18, 15 December 2009 (UTC)[reply]
Just don't confuse a duck with a goose. The relationship with school and universities is one we should foster. Likely not the same person, definitely related. I boldend the rest of the text after the duck to make my opinion more clear ;) I totaly agree with you. I consider this CU request already as done but im waiting for suggestions (or someone taking this job..) how to keep both sides happy: No copyright violation on Commons and a succesful and fruitful cooperation. --Martin H. So, closed. The problem that projects ignore or not know copyrigths can not be solved in a checkuser request. However, the uploads by this accounts need a check, see e.g. File:Adapt.jpg has a source in ca:Adaptina - and here it was uploaded with a self claim. --Martin H.
