Rationale

• Reason: It was recently discovered at the English Wikipedia that the many photographs of David Horvitz's project "Public Access", featuring the photographer as seen from from behind at various locations in the state of California, previously deleted at Commons:Deletion requests/Files by User:Albianmoonlight, had been reuploaded over the past three years. These are all of the accounts known to have been involved in this reupload spree, which also included a trip to Ireland that he documents on his home page linked above. A similar request is currently open at the English Wikipedia, but I figure we need to make some cross-project corroboration so we can prevent Mr. Horvitz from abusing the Commons, again, because in 2012 he made it his intention to do so.—Ryūlóng (竜龙) 12:57, 4 July 2014 (UTC)
