Rationale, discussion and results

Reason: Both users have been repeatedly uploading copyright violations. In September 2018, おほ＾～ツク海 uploaded images of Japanese politicians, actors, comedians, and YouTubers. In October 2018, おほ＾～ツク海峡 uploaded images of Japanese politicians. In November 2018, the former account uploaded another copyright violation after receiving the last warning. I am requesting CU to confirm and also check for sleepers. 153.215.50.203 07:13, 17 November 2018 (UTC)

• Confirmed. No sleepers found. The second account after a final warning is extremely suspicious, but in the interest of assuming good faith, I'm leaving the original account unblocked, since this user wasn't at the point of indef block anyway.
