Rationale

• Reason: Block evasion of the long-term "Alixxx" cross-wiki vandal (already blocked socks as Ali9811 (talk · contribs) and Ali9809 (talk · contribs). See also this request on Meta-Wiki. AFAIK he was also active on the Simple English Wikipedia and on many other projects. It's a clear duck, but I would like to know for sure if they're related and if he created more accounts.
