Note that Commons is explicitly forbidden from creating an Exemption Doctrine Policy (required to permit fair use) under the Wikimedia Foundation's licensing resolution: “with the exception of Wikimedia Commons, each project community may develop and adopt an EDP.” At the top it notes: “[This resolution] may not be circumvented, eroded, or ignored by local policies.” Unless the Board changes its mind, we simply cannot do this.
