The point is that if I downsampled to 3 MP, which is above the minimum requirement, it would clearly be good enough. And downsampling can only decrease the amount of detail in an image. QIs need to be good quality at 100% view. We don't review images based solely on the 100px thumbnail we get on this page, nor should we review based on whatever size thumbnail the image page shows us.
