Though the current edition of the Copyright Compendium claims that works of the DC city government are public domain, this appears to be incorrect. (Previous editions said that the works of the DC government are copyrightable.) I reached out to the copyright office and their answer is that works of the DC city government are copyrighted. The DC government is NOT a sub-agency of the national government and I can find no basis for the claim that their works are public domain. It looks like the document that we are basing this on is simply a misprint. See also, discussion at Commons:Village_pump/Copyright#Is_Template:PD-DCGov_correct???  Comment Archive link to discussion: Commons:Village pump/Copyright/Archive/2020/08#Is Template:PD-DCGov correct???. This template is used by 14 files:
They should be examined to determine if another public domain tag or free license applies. For instance, the DC Metro Police files appear to be CC BY-3.0, according to the dc.gov site. clpo13(talk) 00:01, 9 October 2020 (UTC)[reply]
I've tagged the 12 DC Metro Police photos as CC BY-3.0-US per the dc.gov site terms and conditions (note: {{DCGovWork}} should be updated to reflect that) and nominated the other two photos for deletion citing this DR.  Delete the PD-DCGov template per B's rationale, the VPC discussion, and the copyright.gov email. clpo13(talk) 16:06, 9 October 2020 (UTC)[reply]
