After looking the link which goes to the other site which links to the other discussion, I think that I finally understand the issue. The original copyright notice is really unclear and makes confusion, and if any copyright violation occurred, it is unintentional from my side made in the good faith that CC0 1.0 aapplies. I have a comment on File:Kohtla-Järve oil plant.png. On the front of that image, one could see trolleys loaded by oil shale. That kind of trolleys were in use during 1920-1930s, so it is reasonable to expect that the 70-years limit has expired for this image. Beagel (talk) 12:08, 25 January 2015 (UTC)[reply]

Why does the picture has to be more than 70 years old? Or why the copyright has to be expired? On muis.ee site, they state that all contents are under CC0 1.0 licence (http://muis.ee/help/Autorioigused). And the licence description says nothing about 70-years-policy. This copyright page is confusing, but it must be read in a way that CC0 1.0 license applys only to metadata. Otherwise commercial use for images couldn't be prohibited (CC0 permits all kinds of use), as it says, and otherwise it would be irrelevant to refer to AutÕS § 20.
For copyrighted images it's correct to use a license that actual copyright holder (likely not the museum) agrees with. In this case any free license, including CC0 1.0, is fine on Wikimedia Commons. However, you might not manage to find out who the copyright holder (usually the author) is, and then image cannot be published under free license.
It is also possible that museum is the copyright holder. For instance, for a photograph of an item from museum's collection it's likely that it was taken by a museum employee in execution of duties of employment. In this case economic rights presumably transfer to employer. But since muis.ee makes no distinction between images that museums might own copyright for, and images that museums most likely don't own copyright for, then it's necessary to make an enquiry. Museum needs to confirm that they own rights for certain images, and that they agree with certain free license. Licensing permissions are proceeded via COM:OTRS, Estonian-language permissions can be forwarded to permissions-et@wikimedia.org. 62.65.58.165 10:28, 13 July 2017 (UTC)[reply]

As above: cc-zero license applys only to metadata. Muis.ee has updated its copyright page lately, probably in order to make it more clear. It says that images "can be freely used" if they "are not copyrighted" (this probably means copyright has expired), and for other images "permission for use should be obtained from the owner of the copyright". Database entries however generally make no distinction between images that are copyrighted and those that are not.

Following images are old, copyright could be expired, but there's no evidence on neither anonymous/pseudonymous publication over 70 years ago nor 70 years p.m.a term passing. Per collection description for Viljandi Museum most images are by known authors, whose copyright hasn't expired, though web database apparently omits author data for most images.

For following images muis.ee provides the author. Jaan Riet's copyright hasn't expired, and likely neither for Märt Teng, whose death year seems to be unknown though.
