License {{PD-UA-exempt}} presents that state symbols of Ukraine ... symbols and signs of government authorities are in public domain, unless officially approved are under copyright. According to this site in 2009 there was supposed to be a project of CoA to be later voted in the parliament, but till now no official act was approved. And assuming that the picture illustrates this project, it is different from the file we have here. Probably authours of the DR files are M.Дмитрiєнко, О.Iваxненко, В.Miтченко, Ю.Савчук (M.Dmitrienko, A.Ivakhnenko, W.Mitchenko, Yu.Savchuk) and we have no permission from them to use this file. There is no source which could justify the license {{PD-UA-exempt}}. According to COM:NOT media whose "the author would be glad that we redistributed his work", or similar statements is not how things work on Commons. Files uploaded without proper permission or licensing information should be deleted. Also files at Ukrainian Wikipedia uk:File:VelykyjHerbUkrajiny.jpg and uk:File:24469.gif.jpg hosted as Fair Use, are marked as copyrighted. --JDavid (talk) 15:00, 3 March 2011 (UTC)[reply]

So as usual. It could be PD-official-Ukraine, however then the proper legal act should be provided as a source. He we don'r have such and from the other sources we assume, that "our" CoA is not even close to the proposed official one (which still is pending in the parliament anyway).  Delete. This is not a COA, only a draft, by the way, not the only draft, but one of many. Thus it is not in public domain and is copyrighted, and we have no permission from its autors — NickK (talk) 18:15, 5 March 2011 (UTC)[reply]
