Hello EugeneZelenko, Our philosophy in Xarxa JOVES.net is to use open licences. Some of that files have the specific licence note at file:

And others like File:Bases concurs fotoneta 2013.pdf are the Bases for our old Photographic award: , where we notice which is the licence that participant accept when they apply: 6.- Condicions de cessió:La participació en el concurs suposa que totes les fotos se cedeixen sota les condicions d’una llicència lliure:Reconeixement i Compartir Igual 3.0 de Creative Commons, CC-BY-SA-3.0. El Consorci Xarxa Joves.net escompromet a indicar el nom de l’autor/a cada vegada que en faça ús de les fotografies

So, all uploaded files follow our philosophy of using free licenses, although at this time, designers sometimes forgot to incorporate the relevant logos into the posters and brochures they designed for us. I hope you understand me.
