Dubious "own work" claim. Similar images can be found via Google Image search ("Pierre Howard" and "Roy Moore" respectively). The maxres* file is likely a YouTube thumbnail and still includes footer text. The Roy Moore image is low-res and likely taken from a similar public source.

Not true. Roy Moore is own work, the event was public. Pierre Howard on a public state channel with no copyright claim, therefore it's fair to claim own work.

Hello @Rik Spoutnik: , thank you for commenting here. Just because the event was public or the image is seen in a public state channel, doesn't mean the image is publicly usable by everyone: "public" does not mean "free". Unless the copyright owner (usually the photographer or the employing media outlet) gives an explicit free license for unrestricted usage (incl. commercial and derivative usages), such images are not completely "free" to use for Commons' purpose.
