Too low quality to be useful for an educational purpose: Out of project scope.

 Comment I'm aware that some of these files will be junk (especially due to focus and glare issues). Even badly out-of-focus images could still have value, if they still successfully document the extent of flooding at that location. However, I'd apply two tests to work out which are usable as images and therefore should be kept:
  1. If the image is foggy or underexposed, a quick edit to adjust the levels will massively improve quality. eg File:Environment Agency 120502 114709.jpg
  2. If full image is OOF, but as a 800px thumb it appears reasonably sharp then its good enough. eg File:Environment Agency 120502 114135a.jpg

In line with these tests:

 Keep:
