Public universities in China are authorized the educational administrative right（教育行政权）. This right is categorized as a subcategory of the state administrative right（行政权）. The Copy Right Law of the People's Republic of China describes in its article five that "this law shall not be applied to 1) laws, rules, acts, decisions, and orders by state organs, and other documents of legislative, administrative, and judicial properties. (本法不适用于：（一）法律、法规，国家机关的决议、决定、命令和其他具有立法、行政、司法性质的文件). Therefore, the maps of campuses published by Sun Yat-sen University that is publicly organized and funded are able to meet the exemption defined by {{PD-PRC-exempt}}.
