Not enough evidence that {{PD-BrazilGov}} applies (namely, no indication that it was "published or commissioned by a Brazilian government (federal, state, or municipal) prior to 1983").

 Keep It has been discussed here in the Commons about the permanence of Flags and Coats of Brazilian municipal, see [1], one can search the history of these municipalities, the creation of official symbols and is prior to 1983, when later, it holds in Article 8 of Brazilian Law nº. 9610/1988.   • The date of creation of the symbols does not matter; what matters is when these particular renditions were created. Since they were taken from some websites, their creation date could be quite recent. The second part of {{PD-BrazilGov}} is not about images, but "text of a treaty, convention, law, decree, regulation, judicial decision, or other official enactment", so it is irrelevant in this case. If these images had been drawn by the uploader based on the specifications of the coat of arms (which are covered by {{PD-BrazilGov}}), then there would be no problem. But they were drawn by someone else, maybe not even an employee of the Brazilian government, so they are (presumably) not in the public domain and should be deleted.
