Not own work, please explain why public domain in Brazil.

I am creating an article about the oldest Masonic lodge in the State of Minas Gerais and, consequently, in the country (where one of the people who signed his letter was Saldanha Marinho, an important historical figure in Brazil) and which completes this year 150 years of uninterrupted existence. It emerged 20 years after the foundation of the city and develops important philanthropic work in the city and region. These photos are of the former presidents (called Venerable by Freemasons). All images of personalities are freely accessible to anyone interested, including copies already made in books. The Masonic Lodge Fidelidade Mineira provides the images even so that these people do not disappear from history. Many of the old Venerables do not have photos because they have no living relatives or their descendants do not have such old photos. Maintaining these photos on Wikipedia will serve to immortalize them for future stories of Freemasonry in Brazil. Documents posted as the Foundation Minutes are also freely accessible. The documents like "File: Motion of Applause from the Municipal Chamber for the 150th anniversary of Fidelidade Mineira.png" and others are also in the public domain, easily accessible and I made the link available on the page I am creating. If I need to send you a copy of the authorization of the images, all made available by Loja Maçônia Fidelidade Mineira. @Leandro de Lemos: "Freely accessible" doesn't mean they are free as we use this word here. By "free" they should have already been published under a free license e.g. on the Foundation Minutes.  Comment @Patrick Rogel: there was authorization, from the original owner via OTRS ticket 11348994, for use of these images. But the article where these images would be used has been eliminated as it does not meet the criteria of notoriety in force on Wikipedia Lusophone. In practice, they are merely an attempt to disclose individuals without encclopedic relevance, who commandedan encyclopedically irrelevant institution. That said, they fall outside the scope of the commons, and therefore should be eliminated, as proposed.--Leon saudanha (talk) 13:21, 3 April 2020 (UTC)[reply]
