The FBI probably didn't take most (or any) of these images. They are likely using the images under fair use provisions, or with permission (that wouldn't extend to the public).
If any of the images are public domain for other reasons (e.g., {{PD-CAGov}}), we will need to provide the license and source on the file description page.

Comment By the way, the nomination of File:Image thumb8.jpg is actually a nomination of a redirect to File:2011 photo of Fidel Urbina.jpg. —RP88 (talk) 01:54, 20 July 2015 (UTC)
Deleted, tiny photos without metadata. I have seen all them in Wikipedia with bigger size, nothing new here. Taivo (talk) 11:58, 23 July 2015 (UTC)
