Photo of Tsepkalo with Clinton (File:Валерий Цепкало вручает Верительные грамоты президенту США Биллу Клинтону.png) is exactly the same image that was already deleted on June 18 on Wikimedia Commons for false authorship and a fake license. The last time a snapshot was uploaded by Bright as File:Tsepkalo and Clinton.jpg. Now Fovana76 did it. In view of the obvious forgery, there is reason to doubt everything contribution of the participant on Wikimedia Commons. In the metadata of two recently uploaded portraits File:Валерий Цепкало.jpg and File:Валерий и Вероника Цепкало.jpg, we see a name of the author as RidetskiNikita. It is easy to google that it is he. A young man from Minsk who could hardly have photographed Tsepkalo and Clinton in 1997 at the White House at the age of 6. Then, at the age of 16, he photographs File:Площадка, выделенная под строительство ПВТ.jpg (according to metadata 2007), and then the already renovated building in poor resolution (File:Здание ПВТ было построено без использования бюджетных денег.jpg). This building view is widely used on the Internet to illustrate HTP articles. For example, here [1] is the same picture (and it even has a slightly higher resolution than the "author" uploaded!). To put it bluntly, here with a probability of 99% banal filling of pictures from the Internet.
