All uploads appear to be print screens lifted from websites and Google street view, see talk page. All claimed as own work, unlikely any of them are.

 Comment From a quick review of thirty images through time, they all look to be copyright violations. I have asked the contributor to identify which of their uploads are clearly theirs so we can manually review those. Otherwise we should be bulk deleting images of this user. @WMSR: I have left a message for user. further  Comment I have managed a conversation with the contributor, and have asked them to stop reverting nominations for deletion. I believe that we are dealing with a person trying to make valid contributions, and we need to approach this with AGF, and take a little time to have a conversation, and this can be resolved amicably. I think that there is a mixture of user images, and web images, and we should be able to work with the contributor to identify which are to be kept, and which are to be deleted. I also think that some of those that have been deleted look to be user contributed, so I ask that there be a hold on deletions for the moment until the user's block is resolved and they are able to provide feedback.  — billinghurst sDrewth 10:33, 2 December 2019 (UTC)[reply]

@Billinghurst: I checked my deletion, I didn't find any not tagged as sourced from Google Street View or Youtube.Anyway, if one of my deletions turns out to be a valid file, no objection to restore from my side. @WMSR: no doubt, which is why I have engaged in a conversation with the uploader so we can have some testing of the veracity of the approach. AGF is about assumption and then testing and checking, not about blind faith. billinghurst I agree, but DoD has been editing en-wiki since June 2017. Surely by now, at very least, the user should know how to sign posts or use the ping template properly. I don't know what the issue is, but if this were en-wiki I would say it's WP:CIR. DoD may be relatively new to Commons, but this is getting excessive. And no matter how much good faith we have, images from Street View are still copyvios. WMSR (talk) 02:43, 6 December 2019 (UTC)[reply]
billinghurst and WMSR I will comment on the fact, that I was shocked on how far we all have to get through. When I captured out over these issues, I constantly removed these images on the articles, as I knew these were copyvio images. Other than when I notified DoD (from this conversation w:User talk:Doctor of Directions#Google maps Image on WMATA Metrobus articles.), another en-wikipedia user (and user on commons here) Swagging pointed out Google Maps images before me on this conversation here (w:User talk:Doctor of Directions#Bus Pictures), as it is from October 19, 2019. I wish a solution can come up to end the Google Maps Street View, Youtube, and other copyvio image nonsense. Leobran2018 (talk) 00:30, 7 December 2019 (UTC)[reply]

Poor quality photos of random sections of two maps. While good scans of the maps would obviously be in scope, these photos do not constitute any kind of useful scan. The photos are at varying zoom levels and angles, so it is not possible to stitch them together into the full maps. Many of the photos are duplicates - see File:WMATA Metrobus Route Map May, 1974 Part 49.jpg and File:WMATA Metrobus Route Map May, 1974 Part 48.jpg for a typical example.

Additionally, there is a copyright issue with the images. The uploader variously claims CC0 and CC-BY-SA, but they are not the creator of the map. The poor and incomplete scans prevent me from being able to determine whether the maps would qualify for public domain exemption.

All of these are copyrighted maps and therefore cannot be kept on Commons. Note that WMATA is an independent tri-state compact and therefore these are not creations of the Federal government.
