Unlikely to be own work: small/inconsistent resolutions, missing/inconsistent EXIF, multiple authors involved. Uploaded in 2008/2007 all files appears to be grabbed from the official site of the city of São Paulo http://www.saopaulo.sp.gov.br or related (sub) sites. Examples:

Special cases

The user uploaded also 5 images from {{Agência Brasil}}, using always arbitraly the same source link — which can't be. I corrected this, this and this file. File:Lulaeserra.jpg was taken from http://memoria.ebc.com.br/agenciabrasil/galeria/2007-04-18/18-de-abril-de-2007 (04.2007) and is credited with "Ricardo Stuckert/PR" --> unlikely work by Agência Brasil: usually, photos from photographers from Agência Brasil are tagged with [Name of photographer/Abr] and photos from other sources are tagged according to the source. For File:Onibus distrito federal.jpg the license status remains unclear as I could not localize the photo.
