These two images are taken from identification cards from 1939. The German rule makes anonymous works PD 70 years after publication. There are two problems here. First, these are not anonymous works, but merely works where the photographer is unknown. While it is certainly unlikely that the photographer can ever be known, that does not turn them into works where the photographer desired anonymity. Second, even if we ignore the first problem, the 70 years begins with publication. Making an identity card does not constitute publication of the photograph, so the 70 years cannot begin until the images were actually made available to the public -- whenever the municipal archives became public. The images both have {{OTRS pending}} tags on them, but we can safely ignore that since there is no one but the photographer or his heirs that can license these. As I said above, it is very unlikely that we will ever know who the photographer was.
