Historical documents. Proper author/date/country of creation information should be supplied to determine copyrights status and license tags corrected.

 Keep At least the first two are documents produced by employees of the U.S. federal government in the course of their job duties ... I thought that was pretty clear. And they seem to have the desired information.

As for the third, it does not seem to have a copyright notice; as copyright in the U.S. was opt-in at the time that puts it in the public domain. Daniel Case (talk) 18:46, 25 June 2020 (UTC)[reply]

Yes, that's right. The first document was issued by the federal government and made public by its recipient without restriction. The second document was published by the federal government and is in the public domain.
